Federal administrative agencies need both political accountability and technical expertise. But what is the best balance between those two values? To what extent should civil servants be directly accountable to the voters through the President? And what role should Congress and the courts play in overseeing federal administration? These are the questions that inspired us to convene this conference. Please join us for this day-long event, which will center around significant new scholarship that the Gray Center has helped to incubate.
