The Centre for Enterprise Liability hosts Private Actors as Providers of Welfare and Security Services: Responsibility and Liability on November 22, 2016, in Copenhagen, Denmark.
To an increasing extent, private actors serve as providers of different types of welfare services in society that would traditionally have been provided by the public sector. This is the case with regard to a broad range of social services but also with regard to such core state tasks as the provision of safety and security. The conference focuses on issues of responsibility and liability in this regard, including possible constitutional limits to privatization, the use of a contract as a tool for the provision of the services and third party liability issues. Basically, the conference explores the possible tensions and challenges created by the use of private actors and private law tools in the public law sphere.
