CONFERENCE SIGNIFICANCE:
The annual conference of the College of Law, Qatar University, is scheduled for January 27-28, 2020. This year’s conference theme is ‘Law and the Media: Contemporary Challenges and Opportunities’. The conference aims to examine issues of both traditional and modern media. Although many states guarantee freedom of expression, an individual’s right to free opinion and expression has also come under scrutiny. The rapid development of media and communication technologies has led to an increase in the repression tools, and a variety of media restricting techniques. Some of these techniques include banned publishing, reputation degrading, intimidation of media staff by means of fabricated charges and prosecutions, unfair imprisonment, even forced disappearance, and the misuse of media as a means to commit crimes.
This is why an opportunity to draw attention to and discuss the risks and threats engulfing the profession at both the national and international levels in the context of the law is imperative.
CONFERENCE GOALS:
1 – Examine media- related laws and the extent to which they address modern developments at the national and international levels.
2 – Discuss the legal and judicial challenges facing the media, and propose solutions through legislative reforms.
3 – Raise community awareness on the role of the real media, and promote rights and freedoms of opinion and expression.
4 – Highlight the role of the media in promoting and consolidating relations among countries.
5 – Highlight the role of legal organization of the media in promoting international cooperation to prevent and combat crimes.
6 – Identify the latest legal solutions best practices related to the media regulation.
7 – Benefit from media experts and specialists in order to come up with recommendations that will improve the climate of freedom.

Panel 1: Constitutional and International Controls for Practicing Media Freedom.
1. The state’s role in organizing the media sector.
2. Balance between freedom of expression and other rights and freedoms.
3. Media Freedom in light of international conventions.
4. Legal protection for media professionals during armed conflicts, revolutions, and turbulences.
Panel 2: Media Legal Responsibility
1. Media civil liability.
2. Legal Jurisdiction of liability claims in the media.
3. Public Media’s responsibility for its staff errors.
Panel 3: The Legal Regulation of Media Activities Investment
1. Investment in satellite broadcast sector and satellite technology.
2. Competition in the media business.
3. Commercial fraud through media and consumer protection.
4. Protection of intellectual property in media business.
Panel 4: The Legal Dimensions of the Social Media Activities
1. Protect personal data on social media.
2. Identify the problems and legal responsibilities of the social media’ users.
3. Criminal and other liability of social media websites.
PARTICIPATION CONDITIONS:
Research paper must comply with the established scholarly norms and research ethics.
Submitted research papers shall be subjected to evaluation by an academic Committee.

PAPER SUBMISSION PROCEDURE: Proposals or abstracts must be submitted by September 2nd, 2019, along with a short CV to the following email: law.events@qu.edu.qa
Accepted research proposals will be communicated to respective parties on September 10, 2019. Final research paper will be subject to evaluation by the Scientific Committee.
Final Version of Research paper must be sent before December 5, 2019.
